Treasurer Cary KennedyCary Kennedy has served as Colorado’s State Treasurer since January 2007. As Treasurer, Cary oversees a $6 billion investment pool, manages the state’s cash flow, develops financing for infrastructure projects throughout Colorado, and administers the state’s Unclaimed Property Program.

Cary has a track record of providing sound financial management for the people of Colorado.

Cary’s major accomplishments as Treasurer include:

  • Maintaining positive investment returns on the state’s investment pool during volatile economic times
  • Developing legislation to increase the state’s reserves (savings)
  • Launching a new bipartisan initiative to finance repairs as well as replace aging schools across Colorado (Building Excellent Schools Today program)
  • Making Colorado’s finances more transparent and accessible by publishing the first-ever state taxpayer accountability report, posting the state’s investments and cash flows online, and helping to develop a searchable database of state revenues and expenditures
  • Lowering the financing costs for construction projects throughout the state, including at university and college campuses, school districts, and the Ralph L. Carr Judicial Complex and the Colorado History Center
  • Returning record amounts of unclaimed property to Colorado citizens

Cary has a 15-year history working on Colorado fiscal policy, including working in former Governor Roy Romer’s budget office, serving as a budget analyst for the Colorado Department of Health Care Policy and Financing, and serving as the policy director for former House Speaker Andrew Romanoff.

Cary’s record of accomplishments include increasing funding for Colorado’s public schools (Amendment 23 approved by voters in 2000), helping expand health insurance coverage for Colorado’s low-income children (tobacco tax initiative approved by voters in 2004), and assisting in the development of a historic budget compromise, Referendum C (approved by voters in 2005).

Cary grew up in Colorado and attended Manual High School. She received her bachelor’s degree from St. Lawrence University, a master’s degree in Public Administration from Columbia University, and a law degree from the University of Denver School of Law. She and her husband, Saurabh Mangalik, have two children, Kadin (12) and Kyra (10). Cary and her family live in Denver.
